Climate planning in Türkiye is no longer voluntary
Climate Law No. 7552 entered into force on 9 July 2025. It obliges metropolitan municipalities — and provincial municipalities elsewhere — to prepare Local Climate Change Action Plans under governor coordination by 31 December 2027, with the first plans covering 2028-2032. In parallel, the national Emission Trading System pilots in 2026-2027, and Türkiye’s updated NDC (submitted to the UN in November 2025) caps 2035 emissions at 643 Mt CO2e. Per the Union of Municipalities of Türkiye (January 2026), 26 of 30 metropolitan cities already have a climate action plan — the rest are now on a statutory clock.
What is a SECAP?
Covenant of Mayors signatories commit to at least a 55% emission cut by 2030 and climate neutrality by 2050, submitting a SECAP within 2 years of joining and reporting progress every 2 years. More than 40 Turkish municipalities have joined. A SECAP rests on two technical pillars:
